Scottish Water operates energy-intensive water and wastewater treatment infrastructure (225,000 tCO2e/yr operational footprint) that is a net emitter, though it has achieved a 51% reduction since 2006/07 alongside renewable energy investments, peatland restoration (316 ha in 2023/24), and climate adaptation work — making it a transitioning laggard rather than a genuinely climate-positive business.

Credible, science-based targets (SBTi), a real net-zero plan with progress to date, and CDP disclosure — not just a dated press release.

Scottish Water received a SEPA civil penalty in December 2024 for polluting Crossford Burn with untreated sewage; campaigners document hundreds of unsatisfactory overflow outlets; beach closures due to raw sewage were recorded in 2025; and independent researchers (WASP) found SEPA's regulatory demands on data reporting are the least onerous of all UK environmental regulators, suggesting systemic under-reporting risk.
